Ten staff promoted as part of national titling program.
Fairfax, VA—February 25, 2025 – Dewberry, a privately held professional services firm, has announced the promotion of 10 staff across its technology solutions and risk, response, and recovery practices, which have been serving clients across the federal and state/local markets for more than 50 years, including FEMA, the National Oceanic and Atmospheric Administration (NOAA), U.S. Army Corps of Engineers (USACE), and the U.S. Geological Survey (USGS).
Those named vice president include:
- Caroline Cunningham, AICP, PMP, CFM, ABCP, is a department manager for the resilience solutions group and is responsible for technical project execution and strategic growth operations. She has nearly 20 years of experience in natural hazard planning, policy, and risk analysis at the federal, state, tribal, and local levels. Cunningham leads hazard mitigation and adaptation plans, building design guidelines, vulnerability assessments, funding services, and risk communications to support disaster risk reduction. She has a master’s degree in city and regional planning from the University of North Carolina at Chapel Hill and a bachelor’s degree in natural resource management and economic policy from Clemson University. She is a member of the American Institute of Certified Planners (AICP), Association of State Floodplain Managers (ASFPM), and the National Hazard Mitigation Association (NHMA), where she serves on the board and as treasurer of the organization.
- Catherine Bohn, is a senior project manager and has nearly 30 years of experience in geospatial information systems (GIS), using geospatial technologies for analysis, application development, and responses to disaster events. She currently leads business development efforts for Dewberry’s geospatial and technology services (GTS) program. Bohn earned her master’s degree in geography at George Mason University (2002) and her bachelor’s degree in geography at the University of Mary Washington (1995).
- Chris Gregus, PE, is a principal engineer and has over 40 years of experience in engineering management. His background includes managing facilities, including operations and maintenance, design and construction management, quality assurance, and environmental engineering. Gregus has a master’s degree in civil engineering from the University of Illinois (1982) and a bachelor’s degree in civil engineering from the U.S. Coast Guard Academy (1976). He is a member of American Public Works Association (APWA) and Colegio de Ingenieros y Agrimensores de Puerto Rico (CIAPR).
- Paul Dean is a business unit manager for the firm’s GTS group. He has over 20 years of experience in professional services delivery, including emergency management and technology consulting at the federal, state, and local levels. Dean has a master’s degree in business administration from Virginia Polytechnic Institute and State University (2017) and a bachelor’s degree in music from Berklee College of Music (2003). He is a member of the Project Management Institute (PMI) and the Institute for Operations Research and the Management Sciences.
- Scott Choquette, CFM, is a branch manager for the firm’s resilience solutions group, overseeing its client management and business development activities. He has over 30 years of experience in risk and vulnerability assessments, resilience, climate adaptation, land use, environmental, hazard mitigation planning, and flood hazard mapping. Choquette has a bachelor’s degree in land use and regional planning from Westfield State College (1991) and he is a member of ASFPM and the Connecticut Association of Flood Managers (CAFM).
- Siamak Esfandiary, PhD, PE, PMP, is a program manager with over 20 years of experience in water resources engineering and flood hazard mitigation. He leads multiple technical practices and has expertise in program implementation and risk management. Esfandiary holds a doctorate (2001) and master’s degree (1998) in civil engineering from the City University of New York, and a bachelor’s degree in irrigation engineering from Isfahan University of Technology (1996). He is a member of ASFPM, American Water Resources Association (AWRA), and ASCE.
Those named associate vice president include:
- Emily Klipp is a senior project manager in the firm’s GTS group. She has 20 years of experience working with topographic and topobathymetric lidar data. Klipp specializes in geospatial project planning and management, including numerous topobathymetric and topographic lidar projects for the Florida Department of Environmental Protection, NOAA, Southwest Florida Water Management District, and USGS in addition to other remote sensing projects. She has a master’s certificate in geographic information systems from Pennsylvania State University (2010) and a bachelor’s degree in psychology from Florida State University (2002). Klipp is a member of American Society for Photogrammetry and Remote Sensing (ASPRS).
- Matthew Bullock is a project manager with nearly 20 years of experience in disaster recovery services. He has supported FEMA’s disaster recovery programs in a variety of roles, including task order manager, resource and deployment manager, policy advisor, and trainer. Bullock has a bachelor’s degree in architectural engineering from the University of Southern Mississippi (2001).
- Seth Lawler, PhD, is a program manager. He has 10 years of experience in coastal and riverine surface water modeling at the national, state, and local levels, developing software and algorithms used by FEMA, NOAA, USACE, and USGS. Lawler has a doctorate in engineering and computing (2024), a master’s degree (2016) and bachelor’s degree (2014) in civil engineering from George Mason University, and a bachelor’s degree in history from San Francisco State University (2005). He is a member of the American Geophysical Union (AGU) and a former president of the National Capital Region section of AWRA.
- Stephanie Marsh, CFM, is a program manager in the firm’s disaster recovery group. She has over 30 years of experience facilitating regulatory compliance for FEMA’s programs, including Public Assistance, Hazard Mitigation, and the National Flood Insurance Program, representing federal, state, and local agencies and organizations. Her background includes finding grant opportunities for clients. Marsh has a master’s degree in geography (1995) and bachelor’s degrees in geology and anthropology (1991) from the Ohio State University. She is a member of the National Emergency Management Association (NEMA) and Virginia Emergency Management Association (VEMA).
